Position Summary

Under the supervision of the Resource & Referral (R&R) Program Director, the R & R Coordinator/Trainer is responsible for the day-to-day operations of the Resource and Referral department, recruiting, training and providing technical assistance to child care providers. The Coordinator is responsible for knowing and following the guidelines, regulations and policies set forth by The Resource Connection Board of Directors and appropriate funding sources.


Key Areas of Responsibilities and Duties

  1. Child Care and Family Resources (30 %)
    • Provide referrals for families to licensed child care over the phone and in person
    • Maintain and update child care provider files on all licensed providers on a quarterly basis
    • Identify families who are eligible for childcare subsidy and enter on the CEL
    • Provide information on TrustLine to parents


  1. Development of Child Care Profession (35 %)
    • Develops and submits annual Child Care Initiative Project plan to Program Director for approval. Implements the recruitment and training plan for county(s) assigned.
    • Provides outreach and technical assistance to child care providers including information about starting and maintaining a child care business, child development issues, parenting issues, regulations, licensing, zoning and public policy that affects child care.
    • Provides outreach, orientation and ongoing support and training for license exempt providers, ensures TrustLine procedures are consistently implemented.
    • Works with other training staff to develop and submit workshop and training proposals for child care professionals including family child care providers, center staff and exempt providers to Program Director for approval.
    • Conducts and/or supervises workshops and training in group and home visiting settings.
    • Conducts pre and post licensing visits to potential licensed child care providers.
    • Coordinates activities and technical assistance related to AB212 Incentive program and Quality Improvement initiatives.
    • Works with the R&R team to ensure the maintenance, including inventory and implementation of stationary and mobile lending libraries.
    • Develop and maintain good rapport with the child care field
    • Work with R&R team and Director to conduct an annual survey of provider training needs and participate in the development of a training plan to address the needs.
  2. Collaboration, Education and Outreach (15 %)
    • Collaborate with all Resource Connection programs, community groups, educational resources, businesses and government agencies to represent The Resource Connection Child Care Resource and Referral program, and promote the expansion of quality child care services.
    • Provide community education and outreach on a variety of topics, i.e. child care issues, child development, etc.; prepare and deliver oral presentations.
    • Contributes to the development of an annual outreach plan based on program priorities and document outcomes.
    • Assist with the Resource and Referral newsletter.
    • Become familiar with state and federal legislation as it pertains to child care.


  1. Analyze, Document, and Report (15%)
    • Prepare and maintain a variety of narrative and statistical records, reports and files related to program or service operations, meetings, grants and assigned duties and provide to Director and others as assigned.
    • Documents staff activity for program reports and service planning.
    • Participate in an annual review of activities using appropriate assessment tools and work with director to develop a plan to respond to any findings.


  1. Other Duties (5 %)
    • May supervise and evaluate R&R staff, conduct performance evaluations, coach and facilitate professional development goals.
    • Keep current on contracts, including funding terms and conditions, federal regulations, agency policies and procedures and work plans for all assigned activities.
    • Attend childcare related meetings and workshops in and out of area
    • Attend agency trainings and meetings as appropriate.

Minimum Qualifications


  • 12 Early Childhood Education ECE or Child Development core units and commitment to continue ECE education up to an Associate Degree with 24 units of ECE.
  • Two years' experience in child care and development with young children and adults.
  • Demonstrated knowledge of child care, child care licensing and adult learning practices preferred.
  • A combination of units and experience will be considered.
  • Basic knowledge of working in an office, including word processing, spreadsheets, email and internet use.

Required Physical Activities:

  • Must have hand and wrist coordination for data entry input
  • Must be able to reach, grasp, finger
  • Must have good vision for close up computer work (with or without the aid of eye glasses or contact lenses)
  • Must be able to stand and/or sit for up to 3 to 4 hours at a time
  • Be able to speak and communicate verbally with co-workers, customers, venders, etc.
  • Must be able to occasionally lift up to 30 lbs
  • Must be able to get in and out of vehicle, load items in and out of a vehicle for events and delivery of lending library items.


Work Environment:

The work environment includes:  medium-sized, well-lit, well-ventilated business offices; standard height counter tops and desks; storage shelves from ground level to ten feet; varied office equipment (computer, telephone, Facsimile, copier, etc). The noise level in the work environment is usually moderately quiet, with frequent interruptions and multiple demands.


Required Travel:

Occasionally travels between agency locations in Calaveras and Amador Counties and out-of-area, year-round, under all weather conditions.

        Special Requirements:

  • Must have a valid California Driver's License
  • Must submit proof of current automobile insurance coverage at State minimum levels
  • Must successfully pass a Live Scan and other background checks
  • Willingness to work irregular hours and attend night meetings based upon needs of the business
